Technology Solutions within Home and Community Based Services in Tennessee Medicaid

Using data from Wellpoint Tennessee’s Medicaid managed long-term care plan, this study evaluated the role of technology solutions. Results show health plan members used a variety of technology solutions and experienced reductions in emergency department visits and skilled nursing facility use after using technology solutions.

Home and community based services (HCBS) help Medicaid members remain in their communities rather than shifting to institutional care. Tennessee has been at the forefront of covering technology solutions to increase autonomy and improve quality of life. Examples include automated medication dispensers, environmental controls, or adaptive cutlery.

This study assessed functional outcomes and healthcare utilization among Wellpoint Tennessee’s Medicaid members who used technology solutions from 2020-2024. Members reported that technology solutions improved communication, bathing and transferring, eating, medication management, and reduced fall risks. This study highlights the critical role of technology solutions in advancing independence within HCBS and how Medicaid plans assist members to access these tools.
