Elevance Health Public Policy Institute’s (PPI) article Provider Charges and State Surprise Billing Laws: Evidence from New York and California was named one of 2022’s top 10 articles by Alan Weil, Editor-in-Chief of Health Affairs. The research and article explore the complexity of resolving surprise billing issues stemming from out-of-network providers rendering care in non-emergency, inpatient settings.

Elevance Health PPI’s article was selected from hundreds of health policy articles Weil reads in a year. The surprise billing laws article was selected in part based on its ability to provoke deep thought while exploring a topic that can propel the healthcare industry forward.

“Surprise billing is an important topic among members, providers, payors, and policy makers,” said Aliza Gordon, director of research with PPI, and lead author of the study. “Our research demonstrates the complexity of this issue, providing insight into areas for future policy considerations.”

“The researchers at Elevance Health work every day to understand, explore, and identify causes of issues that impact the healthcare industry,” said Winnie Chi, Elevance Health’s director of population research. She was a co-author of the study, along with Ying Liu of Elevance Health and Benjamin Chartock of Bentley University. “It is rewarding to have Health Affairs recognize the relevance and timeliness of our research.”
